Institutional quote vendors are S&P Comstock, which provides quotes to Quote.com, or CSI, csidata.com which is, for example used by Yahoo (Yahoo formerly mentioned TIBCO as source, TIBCO itself positions more as a "neutral" RT data distributor).

Quote.com itself lets you access RT quotes either via Excel by an application called qlink, or for standalone development with "qfeed". qcharts.com
