I believe ALL cable lines can be upgraded to bi-direction. On ATHM thread, Frank A. Coluccio is the expert in this area, and I believe he will be very happy to help you with any technical question.

I think your question probably more likely to be "What % of U.S. households is cable 2-way ready? and xDSL ready?" And I don't have a number available immediately, soon as I get one, I will let you know.
