I am hardly an expert. However, Tower does not compete with the leading edge fabs. Tower's capability is at least a couple of generations behind. The company is transitioning to a specialty fab with emphasis on chips with proprietary embedded high density flash and CMOS imaging. Tower's stock price is tied to the success of these new products and not the foundry business. No major contracts have been announced yet.

Armin - OT - why Tower Semiconductor is not participating in this rally

Because, although they have a fair amount of cash, they are burning through it at a very high rate. UMC, TSMC, et all are making money, and although I haven't looked at their cash flow it is probably strongly positive now.
