Right--they need 36 satellites for 8 planes and an acceptable dropped call rate.
Actually, places like norhern Cananda need the full constellation of 48 for acceptable
service. You would expect the equatorial regions to need 40+ to minimize gaps there.

The service would be "regional" regardless of the number of sats in orbit since service
ultimately is limited at startup by gateways operational. Service could start right now, but
dropped calls and "No Service" periods would be irritating. It gets better with every
launch. The 32 sat constellation designed for minimum service assumed 8 planes with 4
satellites each. The sharp eyes of those observing orbiting sats found that the last Soyuz
was not normal in that they did not orbit raise the 4 sats right away. They were placing a
single sat in each of four different planes. Thus, we won't get our 8 planes filled until the
August Delta launch. Dropped calls and coverage at the equator and far north/south will
improve from there as we add the remaining sats to the 8 planes.
