Bush did the right thing by stopping Walsh dead in his tracks. It was obvious to any objective observer that Walsh had crossed the line with the timing of his report. The pardons were Bush's way of firing Walsh at the same time as dismissing the charges as irrelevant. Of course, history has been kind to Bush in this regard, as most now agree that the charges were trumped up.

Had Clinton really viewed Starr as "out of control", he really had an obligation to stop him. Obviously he didn't really want another IC snooping around, after he'd invested so much spin time demonizing this one.
