This was in Coop's Scoop this morning FWIW:

"San Francisco's Board of Supervisors was all ready to debate a
proposal to require AT&T to open its cable lines when it chickened
out at the last minute. The new D-Day for open access in Baghdad
by the Bay: this Monday -- but don't expect a final vote for at
least a couple of weeks. Lots of backroom jockeying is going on,
and downtown Willie Brown wants the board to vote in favor of
maintaining the status quo (Yo, AOL's in Virginia and they don't
pay taxes here!) Still, local lib sentiment is too strongly in
favor of opening up access. Bottom line: Duh Mayor is going to
lose this one."
