They don't routinely give refunds, they just extend the auctions scheduled to end during the outage.

The first outage was due to the new software. Then, they changed back to the old software, and it is still going down. Sherlock Holmes says there is an active hacker somewhere. Probably some guy who lost a bundle shorting this stock.
