ISPs will not enforce Kyl because they will simply not spend the money to do it. Internet service is thin margin business. Additionally, ISPs will not get into the business of blocking sites, the whole idea is just plain absurd since operators can simply keep moving IP addresses everyday if necessary. Even the commission that argued for the ban admits enforcement is next to impossible. Go read their report for yourself.
