I agree that military preparedness is the priority, but tax relief would be desirable, and so it is at least reasonable to articulate it as a goal. On tort reform, the example you give is pretty bad, and I am not well- versed in the issue, but it was my understanding that there were two main thrusts to tort reform: reigning in indirect liability and the search for deep pockets, and making punitive awards more rational. I think that both of those are desirable goals, off hand....
