I like your example, and I agree that a lot of it was fairly harmless, but the integrity of elections should be respected (no graveyard votes); contracts should be competitively awarded; and patronage should be limited, in order to ensure qualified public servants and not too much milking of the dole. These were the typical forms of corruption in machine politics. Still, these sorts of things are often supplanted by more sophisticated forms of corruption, as you say...
