Pretty much sums up the initial deal and the resulting conflict.

Yep. This will happen.

I also think an ignore feature would discourage people from making the effort to get along. If you don't like someone... just ignore them.

If lots of people are using an ignore feature, it will change the nature of SI discussion forums in unpredictable ways. There will be more miscommunication. There may be less policing by SI members, so the overall quality of SI will go down... "just hit the ignore button."

Will people who are ignored know who is ignoring them? If an ignored person tries to post a public or private message to someone who is ignoring them, will SI notify the ignored person not to waste their time composing and sending a message. There are lots of complexities. We would want to implement an ignore feature in a much better way than other discussion sites have.

I never wanted a Terms of Use... and ironically the Terms of Use keeps growing. SI should be about interaction, making money, and enjoyment and it seems to be growing into a legal process, but yes, this sounds like a good suggestion.
