Can anyone make sense out of this FCFS note I received?

The standard DJ --
Dear John:
We determined that as a result of our first-come first-served allocation procedure you would not be allocated shares in this offering. Therefore, we did not ask you to reaffirm your conditional offer and accordingly your conditional offer has been cancelled.

My question back to them --
Dear Member Services,
I thought you moved from a FCFS system to a lottery system!
Why was I denied based upon the FCFS policy?

Member services response --
Thank you for your inquiry.
The page on our web site containing the Conditional Offer will indicate the specific time by which orders must be received to have equal standing for purposes of determining who will be allocated shares. If we do not have enough shares to allocate to Members who we considered to have equal standing, we will use a random number generator to determine which of those Members will receive an allocation. Otherwise, all eligible Members placing Conditional Offers that have equal standing will receive an allocation and we continue the allocation process on a first come, first serve basis.

If the Otherwise comment is in regards to having enough shares to allocate, who gives a FRA (Flying Rats Arse) about FCFS?

confused,
