There are a number of obvious reasons why the Charleston plant is not running:
1. No money.
2. Bill hasn't thought of it.
3. No one will do business with a company with a reputation just slightly better than Slobodan Milosevic.
4. It's rusted and beyond repair.
5. It never really worked in the first place.
6. All of the above.
