I've always been told that this is a hard language to translate.

The longer this went on, the more convinced I was becoming that this had to be a problem in translating English phrases.

Two ways. Most common would be to reverse the relationship and say the Earth is 81.3 times heavier than the earth. The second way is the small fraction as you suggested, i.e. the moon is 1/81.3 the mass of the Earth or 1/81.3 as heavy as the earth. This is usually more awkward unless the fraction is simple like 1/3, or 3/4, or 1/100.
