Most common would be to reverse the relationship and say the Earth is 81.3 times heavier than the earth. The second way is the small fraction as you suggested, i.e. the moon is 1/81.3 the mass of the Earth or 1/81.3 as heavy as the earth. This is usually more awkward unless the fraction is simple like 1/3, or 3/4, or 1/100. <It is also truly amazing how you guys reduce everything to shopping discounts and percentage gains, especially in dollar amounts.> These are every day things that most people can relate to.
