I don't think the author meant to imply the foregoing. I believe the hypothesis is that in certain types of market downdrafts (not all) some investors will flock to value away from growth stocks in an effort to mitigate the large moves to the downside that the overall market is likely to experience in such an environment. Others, of course will seek haven in cash. But after the winds have calm down, value stocks should draw the attention of new investors. JMO.
