Hi Harry (that's my Dad's name),

With a long tail down the strategy is to buy on the first three box reversal up setting your stop at the double bottom break just below. This is an aggressive strategy - aggressive meaning that your chances of success are little in your favor but if it works it could be great.

In the case of NEON, unfortunately, it didn't work. The stock still continued to break down and the stop would have taken you out at 17.

Nothing is absolute only percentages. NEON doesn't look good at all and at this point I wouldn't consider the stock until it showed some base and higher bottoms with some buy signals.
