The SEC does not have control over the foreign investors but is sure does have control over what "inside" information they may have gotten via Chin. Inside info is inside info no matter where it is shared. Otherwise, all companies would do their roadshow overseas. Only non-US companies are outside of their control.

Speaking of overseas, does anyone know if Chin has returned to the US?
