They state roughly 20 times that they do not guarantee ANY level of thouroughput service, but will merely make a "best attempt." PacBell installs all the physical lines for this area, even though other ISPs often provide the network layer connection services. I happen to use PacBell for my physical line and network layer- Pacbell charges roughly 50% more for the physical line if you don't use them for your ISP as well. That's what you get when you've got a monopoly, although they're currently being sued over it.
