Glenn, try going to any major server farm and ask them if they bandwidth limit transfers to individual IPs. Many of the larger porn sites actually limit each IP to 5.6k, so that one individual surfer doesnt clog their pipes. But I digress, it is clear you're way out of your field on this issue. There's no sense in debating network congestion/limiting with you, as you clearly have no clue.
