What is needs is a tough senator who feels like he wants to make sure his whole voter base is getting equally represented and wants to see people trying to get away from social security by themselves, thus allowing an even bigger tax break. By allowing this NASD debacle to go on, it takes much more time on the investors part ot make money, thus causing a real loss in productivity for those who use trading as their profession.
