Highly likely conclusion, but the government of China is involved in this venture and they do not make exclusive deals. The fact remains that SUNW is a "friend" of China. Meaning when the opportunity arises, they will be given preference. Not to mention that SUNW is uniquely qualified to provide expertise, hardware and software to do the job.
