I am not sure what the exact parameters of the lockdown are, but my understanding is that it is any federal or federally regulate organization (banks, brokerage houses etc...) is not allowed to implement any new systems or applications from the period of October 1, 1999 to March 1, 2000. I don't know why October 1 was selected, but March 1 is clearly to get past the leap year. Someone else here may be able to provide more exact information on the lockdown. why is lockdown oct 1? what is significant about oct 1? samir
