Burt, a codec is an encoder-decoder combined. The encoder compresses the music for ease/speed of transfer and the decoder decompresses the file for playback. The hand held would only need a decoder to decompress the encoded file unless it was recording from an unencoded source and the need for compression existed. Encoding is not attached, it is a method of removing extraneous data via algorithms and magic to make the file smaller.
