I am completely ignorant about such funding schemes and how they work. If, however, they are in the form of student loans rather than grants, they will obviously be treated differently. My guess is, however, that if a universal public school system was replaced by a universal voucher system, the hoary tentacles of the constitution would eventually enforce similar standards. Once public money is involved, there are going to be constitutional ramifications.
