The Department of Transportation has authority over interstate pipelines, which are used to transport fluids and liquids.

The DOT has issued a warning and an umbrella. The umbrella is for failures that result from y2k testing. The warning is for those companies that fail to test. If a disaster happens in 2000, those companies are on the hook.

The DOT is not in the habit of issuing limits on liability. The reason why it has done so this time is that the threat of failure is so great. Better to have a failure in 1999, when it can be fixed, than in 2000, when it may not bb here. If you have any doubts about how high the stakes are, click through.
