Curtis,
I read the story in today's WSJ. Definitely, it's here we go again. Must be pretty frustrating to AT&T's $2 billion/year spending plans to bring broadband access to millions.

BTW, the sponsor of the so called, "open access," bill in congress EDWARD MARKEY (D-MA), is the one of the authors of the wildly successful 1996 Telecom Act. I guess he hasn't had enough success with promoting competition with the telecom act, so now he wants to gain even more infamy with a new act of congress<VBG>.
