I am trying to imagine what planet GM corporate officers live on, where they thought this was a good idea.

"Say, JR, the boys down in engineering have come up with an idea. They think we should put a black box into the airbags, which will record the last few seconds before impact. We can use it to defend ourselves against product liability suits!"

"Hmmmm. I like it. But have you run it past accounting yet?"

"Yes, they say it will cost more than it would cost to cars safer, like make the gas tanks able to sustain a read-end collision."

"Hmmmm. What about the economists, what do they think?"

"The economists think it will make it easier to defend lawsuits, so it should be cost-effective. Save us millions more than making the cars safer would. Maybe billions."

"What about legal, what do they think?"

"They can't find a law against it."

"I like it. Let's do it."
