Right, you have to hold the key in to have it choke. He should have given you a run through when you bought it.

Mine no longer clicks when I choke it but it starts pretty easy so I'm not going to have it fooled with. I should add it starts when I don't leave the accessory switch on and drain the battery at home.

I remember back about 1977 a couple showed up at the camp where I was staying in Canada. Brand new boat and new 140 Evinrude. They got ready to go fishing and the motor wouldn't start. They got an OMC trained mechanic and he's tearing the motor apart. Finally after a couple of hours someone noticed the kill switch wasn't clipped in. It was one of the first years that saftey kill switches were installed so no one gave it a thought.
