Tom, a question on the bullish triangle formation.

I have seen how effective they are when a chart has a positive trend, but are they theoretically as effective when the stock is below the bearish resistance line? A case I just looked at was GAC-t (trades on Toronto). A 27 box fall followed by higher bottoms and a bullish triangle formation. How much more risk does a bullish triangle and a negative trend carry?
