Go to their IPO site (http://www.schwab-ipos.com -- I don't want to just paste the info here, for copyright reasons) and check the third "bulleted" item toward the bottom (the one that discuses the offer-to-purchase procedures). In the middle of that section, it talks about Schwab's possible use of "an allocation model" in the case of high-demand IPOs, and that's where the point-deductions are mentioned...

I was told that if you're buying through the regular schwab ipo channel, if you sell within 30 days you can't buy another ipo for six months. The directed shares program available to mp3.com customers and artists, however, does not have that restriction.
