In a two-page sworn declaration, signed Sunday and filed in federal court Monday, Mrs. Clinton says she did not order anyone to obtain FBI files, background summaries or information on Bush and Reagan administration employees. She said she has never seen those files, has no knowledge of any "politically motivated" misuse of the files, and did not hire or order the hiring of Craig Livingstone as director of the White House Office of Personnel Security. The sworn statement was filed in a lawsuit brought by the conservative group Judicial Watch, which is suing the Clinton administration over the FBI files controversy. The statement reads: I, Hillary Rodham Clinton, for my declaration pursuant to 28 U.S.C. 1746, depose and state as follows: 1. I have personal knowledge of the facts set forth in this declaration. 2. I never obtained, nor ordered nor requested anyone, including Bernard Nussbaum, Craig Livingstone or Anthony Marceca, to obtain, any FBI file, FBI background investigative summary, or information therefrom, of any former government employee employed by either the Bush or Reagan Administration. 3. I never disseminated, nor ordered nor requested anyone, including Bernard Nussbaum, Craig Livingstone, or Anthony Marceca, to disseminate, any FBI file, FBI background investigative summary, or information therefrom, of any former government employee employed by either the Bush or Reagan Administration. 4. I have never seen the FBI background investigative summary, FBI file, or information I knew or had any reason to believe had been taken therefrom, of any former government employee employed by either the Bush or Reagan Administration, nor have I ever maintained or disseminated any such summary, file, or information. Nor do I have knowledge of any "politically motivated" or other misuse of such FBI background summaries, FBI files, or information therefrom. 5. I did not hire, nor did I direct or recommend the hiring of, Craig Livingstone for any position, including his position of Director of the White House Office of Personnel Security, and I do not know Mr. Livingstone's mother.
