I believe a "no-action" letter only applies to whomever requested it. Of course, other brokers can request similar letters (and etrade may actually be using one, as they do not reconfirm their orders).

most likely, it will only apply to a few institutions like wit, e*offering and H and Q....this ruling i believe is intended for investment banks, and it wasnt an issue until recently as there were no investment banks that were doling out ipo's online...wit was the first online investment bank and they currently have the lead over e*offering and hembrect and quist...lets hope they can maintain or further the lead.
