Does anyone know how this site will operate? Will consumers sign up at BLLS, which will then notify CKFR.TP,CYCH et al to send certain bills to their site? Then, when approved for payment by the consumer will the consumer bill payment instruction be sent back to the presenter which in turn will pay it? Or will they all be paid through CKFR?

Actually, with a bill presentment consolidation engine from the likes of Corillian the bank can consolidate both CKFR and TP and their own bills and direct billers but present a single interface to the customer. The Corillian engine takes care of the plumbing in the background, obsoletes Billserv.
