need help on the important S&P entry date

my understanding was that July21 was date of secondary Qstock issuance of 4 million shares, with 600k share over-allotment

am I confused? or is it July21 for S&Pentry and 2ndary issue later on?

would greatly appreciate clarification

good news on TBonds, yield under 5.9%
