Check out the SCH ipo thread. There are answers to many of your questions over there. Allocation is random it appears. You do need to be gold or platinum to get shares, however. You can be considered a gold member by trading a minimum of 24 times a year. Schwab is the one who puts the 30 day "suggestion" on ipo shares. It is up to you to decide if you flip them.
