From a book I am reading on investing---

"The chartist does not waste his time trying to forecast earnings, etc. He should only be interested in a stock when it indicates by its quiet bottom action that it is under accumulation by the insiders, for a number of years. If it develops a good base, he can be certain that it will be run up in due time."
