True, but I don't think they had any choice in the matter. Without pushing the process, clock speeds would have lagged too far behind.

An unfortunate component of the situation, though I don't know whether one could call it a component of the plan, was that the K6 architecture inherently couldn't go to very high clock speeds. A sacrifice of clock speed to gain small die size?
