The following was recently received from demko.dk, a subsidiary of United Underwriters Labs. It may be repetitive.


The new law on "Marking Goods, the Documentation Accompanying Goods, Monitoring and Recording Devices and
Documents" was born by Government Decree No. 601 1997 "Marking of Goods and Products Within the Territory of the
Russian Federation with Marks of Conformity which are Protected from Falsification".

As of April 1, 1999 the bill on visual control/counterfeit-proof marks for goods and certificates of conformity for the articles
subject to obligatory certification is in force. Effective July 1, 1999, the sale of articles subject to obligatory marking by visual
control marks without appropriate marking is prohibited in the Russian Federation.

Such marks shall be placed on all goods and products produced on the territory of the Russian Federation, imported into the
country, and sold on the Russian consumer market and subject to obligatory certification. Control and registering devices,
securities forms and registration documents should be marked by counterfeit-proof marks. Additionally, all related
transportation documents should be marked.

Governmental Decree No. 601 of May 17, 1997 sets forth the list of goods and products which will be required to carry such
marks and may not be sold or used without them. The list is to be regularly amended by the Russian government or a federal
executive body authorized by it. The list will be subject to amendments. (Website: gost.ru; e-mail: info@gost.ru.)

The following types of visual control and counterfeit-proof means have been introduced:

- Protected conformity mark together with its registration information in the form of a retail trade stamp. This mark confirms the
conformity of products bearing it and is accompanied by a retail trade stamp containing the registration information of these
products. It also controls the turnover of these products. The protected conformity mark and retail trade stamp should be
applied either by manufacturing organizations, importers, trade organizations, or individual entrepreneurs.

- Protected excise duty stamp (special stamp). This stamp confirms the legality of goods (domestically produced or imported,
and sold on the territory of RF) subject to excise duty.
Russian manufacturers are responsible for application of excise duty stamp on domestically produced goods. The importers
are responsible for application of this mark on their imported goods.

- Protected registration and identification stamp. This regional stamp with a bar code protection system was introduced for
registering and identifying securities forms and documents (executive, notary, and other). The list of securities forms subject to
obligatory marking shall be introduced by the Federal Securities Committee. The issuers and recipients of these documents are
responsible for application of this stamp.

- Protected visual control stamp. This stamp guards against unauthorized access in controlling and registering devices. General
suppliers and technical service centers for cash control machines (ATMs), electricity, gas, water, and weight measuring devices
are responsible for the mark application.

The Ministry of Trade of the Russian Federation and State Committee on Standardization, Metrology and Certification
established the order of marking goods with counterfeit-proof/visual control marks. To better provide monitoring of the flow of
goods, each region has been assigned an individual code and digital number. The counterfeit-proof marks, stamps for marking,
and registration forms and further information on their application may be obtained at the Russian State Trade Inspectorate and
regional Departments of Trade Inspectorates. Those licensed to apply conformity marks obtain counterfeit-proof marks at the
certification bodies accredited in GOST R system (State standards regulating system) of certification.

Companies and individuals producing, importing or selling goods are responsible for ensuring that their goods are marked with
counterfeit-proof marks. Products bearing conformity signs imprinted in the process of manufacturing need not be marked with
the counterfeit-proof marks.
Implementation of the Decree should enable the increase of sales of legally manufactured products and reduce counterfeit
goods in the market (e.g. 45 percent of alcoholic beverages sold in Russia are reported to be fake.) This grey business
amounts to billions of rubles. According to Ivan Gorbachev, First Deputy Trade Minister, introduction of new marking
procedures should not significantly increase products' retail prices. The estimated price per one mark, manufacturing and
nonmanufacturing costs included, is approximately one ruble.
