Wow! That's a tough one, because of the variety of possible causes. From your description, there's more to this 'font program' than just a font residing your 'fonts' folder? Also from your description, it's only happening on the web, rather than in your desktop applications?

Start by double-checking your browser preferences, making sure that the 'Language' preference is set to English, and that the fonts are set to use standard English fonts, and that you use 'page-specified' rather than 'my' fonts.

A font management utility such as Adobe Type Manager Deluxe can allow you to keep the Cyrillic completely deactivated from the system until you need it. In some cases, it can set to activate the Cyrillic for 'specified applications only', which could be useful here.

Check the 'font program'—I'm still not sure what that's doing vs. just having a font activated in your system. Perhaps it has some kind of preference that's enabling a memory-resident mechanism over-riding the standard key combos for special characters, which can be turned off.

At best, this is 'shooting in dark', since I can't really 'see' what's happening on your system, but if you can provide more details, PM me and I'll try to help you out. (BTW, I'm out of here until Wednesday).
