If anyone wants to complete with any MSO, do what GTE did. Spend the money.

I could not agree more. Lets fire up some real competition and get more wires into the home. If government should be doing anything it should be working ways to make it easier for more people to lay the wires. Open the cable right-of-ways, not the cable electronics.

Mike, kindly, and if you know the specifics, how does GTE create the second user domain which is used by the other ISPs in this case? I suspect it is a modified Ethernet utilizing several 6 MHz channels which have been partitioned from RR's, but I'm not sure.

I can theorize a number of ways, but if you or anyone else like Denver or Dave H knows, specifically, what they are doing in the up and downstreams, I'd be very interested in learning about it.
