where's that pollyanna who wanted us to differentiate between contingency plans and operational plans earlier this week. love to hear him analyze this back up power contingency planning failure using the same argument. oh, yes, i forget, he was talking about only the us military which is is just hunky-dory re: y2k planning (with their loads of military green squeezable charmin according to that other fellow). This is just a communications' system that was compromised, BADLY. bet Toronto's mayor wishes they'd done some "operational planning" now!
