The charts that you posted here do use Williams %R as "negative numbers".

edit...therefore you should refer to the link on Williams which I originally posted stating that a Williams %R that is close to 0 is overbought. It is one that is closer to -100 that is oversold.

I have been following some stocks that you have picked using the Wilder%R. It's really seems to work well and I plan on using it more often in the future. I have one problem though. I can't seem to find a web site that will provide the chart for OTC:BB stocks. Could you recommend any? Thanks in advance.
