Yep, I scratched my head over that one too...I think they just don't want any of those "non-surprise F-15 type crashes" with their equipment. Why risk it now and have it fail when you can test it "live," have it fail and get a few more months use out of it?

Face it. With the "testing" problems many agencies have had who needs actual "failures." In other words, "We'll test after Jan. 1 so that any hidden glitches and the spectacular failures resulting from them do not threaten Britain's security by calling attention to the fact that ahem...we screwed up."

I think "fear of testing" is now a phenomenon.

(And then again maybe the reporter just got it all wrong. <ggg>)
