Well what I thought robin hood was, (and since I don't live in Tx I am only going on what my Dell buddies tell me, this was last year)... is that the schools in Tx were woefully inconsistent across cultural/racial boundaries. The state courts passed this "robin hood" tax legislation that in some cases tripled the property taxes of the wealthy areas in order to send the $$ to the poor school districts. Thats pretty drastic and had some horrible effects on property values etc. What the people I know think is that it should have never gotten to that state... this had been brewing for a while... they should have instituted busing or taken some other drastic step to immediately curb the problem, but Bush just let it sit, did nothing... and then, wham, here comes this robin hood thing and people are pushed out of their homes. If it did happen like that I think it sounds like mismanagement. But I am willing to listen to someone else's take on the matter.

We have the same problems with property taxes out here and never quite solved them either but you never want to let things get that out of hand.
