Beijing Gives Nod To Mobile Phone Networks, Software, and Digital TV

(7/16/99) China will lend state assistance to high tech projects that its considers key to the nation's development, according to the July 14 Shanghai Zhengquan Bao (Shanghai Securities News).

Priority projects will include the development of mobile
communications systems
, the commercialization of digital
high-definition TV, and development of the software industry.

The State Development Planning Commission (SDPC) also will focus
on commercialization of urban rail traffic equipment, manufacturing of advanced power generating equipment, environmental protection services.

Three agricultural areas were also given attention: the
commercialization, application and development of rare-earth
materials; (8) high-tech commercialization of agricultural fertilizer; and (9) commercialization of biotechnology.

Project eligibility is detailed in a new report, "Guide to Development of Key Fields for High-Tech Commercialization," which was jointly issued by the SDPC and the Ministry of Science and Technology.

Projects in these fields may be eligible for tax reduction or exemption on imported equipment, state grants, lowered interest rates on loans, risk subsidies, and development funds. Some projects will be initiated by the state, in which case an undertaker will be selected through a public bidding process.

In a recent report released by The Federal Aviation Administration's
Associate Administrator for Commercial Space Transportation
(FAA/AST) and the Commercial Space Transportation Advisory
Committee (COMSTAC) titled "1999 Commercial Space Transportation
Forecasts," projections of global demand for commercial space launch
services for the period 1999 to 2010 look to be favorable.

Together, COMSTAC and the FAA predict an average of 51 commercial
space launch worldwide per year through 2010, a 40 percent increase
from 1998. Of the 51 launches, medium-to-heavy launch vehicles placing
satellites in geosynchronous orbit (GSO) will comprise the bulk of launches
averaging 25 per year worldwide. Medium-to-heavy launch vehicles to
low earth orbit (LEO) and non-geosynchronous orbits (NGSO) and small
launch vehicles to LEO will account for an average of 15 and 11 launcher
per year worldwide.

On the payload side, it is forecasted that 1,369 GSO and LEO payloads
will be deployed between 1999 and 2010. The bulk of the forecasted
payload figure is dominated by the large number of LEO payloads
expected to be launched to build out several LEO communications
constellations. GSO spacecraft payload numbers are predicted to peak at
39 in 2001 and decline to 29 in 2003 and 2004.
