I am not sure exactly to what kind of competition you are referring. As far as the law goes you are probably referring to the anti-trust act which has to do with monopolistic practices.

If you are referring to the practice of selling the product at a loss, it is OK to do so (the airlines do this all the time) if it is not for the sole purpose of driving another party out of business. At least that is my understanding of it. Note that there is separate set of laws that relate to the importing of products and "dumping" them here. These possibly could apply to the Canadian Companies (Ballard, GLE) in the business.
