There seems to be quite a bit of anecdotal evidence that etrade is allocating IPO shares to their newly signed up clients a lot more often than existing clients..

Because the new clients tend to have a sort of viral advertising effect (buzzword!) and if you can create a thousand newbie etrade customers who are happy and excited to have just doubled their money (although small figures), then those newbies will go out and tell their friends of their success, etc..
