Notice how, not only does NORTEL get a $36 million contract, the US AID is paying for it!! Now That is what I call negotiating a deal and closing it. No MOUs here. On the other hand, it Is very interesting that the details of the deal were announced ONLY in Egypt, not in the US. No comment here. So in that respect, it is exactly what DGIV was contending in terms of requiring the overseas announcement first. Interesting.
