The increase in traffic would be on the satellite link when the ground cell is maxed out. Perhaps the two companies would strike a deal, with GSTRF saying it would always use a particular ground-based system when its members are within range of a cell tower, and that the ground-based company's subscribers would be bounced up to GSTRF satellites when the nearest tower is overloaded. From a customer standpoint, would need to give them the choice of choosing this extra back-up option or not, since such a rollover plan might be fairly pricey protection against dropped calls. The companies would share a certain percentage of the revenues from calls carried on each other's networks, based upon some reasonable formula.
