Unfortunately, that money which belonged to many ended up in the hands of a very few. It did not benefit the people of TAIWAN. It has been suspected that a good portion of that money ended up in the U.S. in personal accounts of a few. Regardless of the Cultural revolution which was years later, that money could have been use to help feed starving people at that time.
